Anyone can practice as a pet behaviour counsellor in the UK, even if they have no qualifications. There is a lot of work going toward the regulation of this industry, but it is very important to choose a pet behaviourist who's suitably qualified & insured, as an unqualified practitioner can make problems a lot worse.
